Northern Township has grown into a thriving community of over 3,800 residents, offering many of the services and amenities commonly associated with cities across Minnesota. As we continue to grow and take on more municipal responsibilities, the Northern Town Board believes it is time to take the next step in our development: incorporation.

Incorporation is the legal process by which a township becomes a city. This step would allow Northern Township to establish formal city boundaries, maintain greater control over local land use and growth, and access new sources of state funding. It would also ensure the Township is positioned to continue delivering high-quality services efficiently and effectively—now and into the future.

The decision to explore incorporation has not been made lightly. Northern has held meetings dating back to 1977 discussing incorporation. More recently, in November 2022, the Town Board held two public meetings to share information about the process and gather feedback from residents. Community input was overwhelmingly supportive of moving forward with the effort.

On February 10, 2026, Judge Palmer-Denig granted Northern Township’s incorporation petition.

Northern Township remains committed to transparency and public involvement as this process unfolds. This page will serve as a central hub for updates, background information, and notices related to incorporation. Northern Township Responds to Incorporation Order

Northern Township is pleased with the Office of Administrative Hearings’ decision granting the Township’s incorporation petition and denying the annexation request brought by the City of Bemidji.

The Township thanks Chief Administrative Law Judge Jessica Palmer-Denig for her careful review of the record and for the thoroughness of the Order. Northern Township believes the decision reflects the evidence presented during the public hearings and the full record developed throughout the proceedings.

Those hearings provided township and city residents with an opportunity to learn more about the issues, ask questions, and be heard. Northern Township appreciates the time and engagement of all who participated.

The Order makes clear that neither community is going away. Northern Township and the City of Bemidji remain neighbors, connected by shared geography, history, and interests. Northern Township holds no ill will toward the City of Bemidji and views this outcome as a point of clarity rather than division.

While this process required a careful examination of past development patterns, services, and governance, Northern Township is now focused on the future. The Township is prepared to move forward as the newest city in Beltrami County and to take on the responsibilities that come with that role. As part of the transition to city governance, an election of a mayor and four council members will be held on November 3, 2026.

Northern Township looks forward to identifying opportunities to continue working cooperatively with the City of Bemidji where goals and interests align. The Township remains committed to constructive relationships, mutual respect, and collaboration for the benefit of residents in both communities.

Who’s Running the Election Mary Israelson will serve as acting clerk and prepare the ballot.

Filing Period for Candidates

  • July 27 – August 10, 2026
  • Notices will be published in the official newspaper on July 23 and July 30, posted on the Township website starting July 19, and posted on physical boards July 19.

Election Day: November 3, 2026

  • Polls open 7:00 a.m. to 8:00 p.m.
  • Location: Northern Town Hall, 445 Town Hall Road N.W.

Going Forward

After this initial election, regular municipal elections move to even-year November general elections. Mayor terms will be two years; Council terms will be four years.
